The US have a very large nuclear still running.
They could use a thorium plutonium fuel with higher burn up than the present EU fuel.
The Russians has a big clientele of nuclear fuel in addition to their own use. They could even sell such fuel. They could take back used fuel for a fee and reprocess it for superior fissile U233. If the US joins in as fuel buyers, they could be catered.

Judge gives U.S. Government 10 days to meet MOX deadline
