The US House of Representatives just passed a bill outlining DOE Science Guidelines, and included is new research into building a new fast neutron reactor... The bill is likely no more than recommendations.

If I had a way to shoot a spear of grahite into the core, would the added moderation make things worse or better?

What do you mean? As a design or as an accident? As a design choice it might reduce fissile startup inventory at the cost of lower breeding gain. As an accident it would increase reactivity.

The MSBR was planning to use graphite rods for control/shim. I suspect this may not work for fast reactors with solid fuel because of various fuel thermal limits.
